You may or may not need the VB6 runtimes, I have a feeling they might be included with windows xp, but for 9x you will most certainly have to obtain them youself, a quick web search should find them and I'll try and dig up a link to put on my links page as well. You just run the program by double clicking on the icicle.exe file (no system restart needed) , you might want to make a shortcut to it on your desktop.
